What is CYBHI?

The Child and Youth Behavioral Health Initiative (CYBHI) is a $4.7 billion investment to help schools build the infrastructure to support behavior and mental health in children, youth and families.  This is a statewide, multi-payer fee schedule that allows LEA’s to be in network with, not only Medi-Cal but every insurance company. There will be no out-of-pocket expenses to families and there will not be any impact on existing insurance plans or deductibles.

The ultimate goal of CYBHI is to make mental health resources more accessible for California's diverse population.


 There are 17 eligible practitioner types who can bill for 52 behavioral health services across 4 service categories:

  1. Psycho Education Services

  2. Screenings and Assessments

  3. Therapy

  4. Case Management

The program is for students:

  • Under the age of 26, 

  • Enrolled in public TK-12 schools or institutions of higher education (e.g., California Community Colleges), and 

  • Covered by Medi-Cal managed care plans, Medi-Cal Fee-for-Service, health care service plans, and disability insurers

How to Participate in CYBHI?

If you decide to participate in CYBHI you must join a cohort. The first thing you do is complete a Readiness Application that is then reviewed by DHCS. If you are approved, you can join a cohort. Upon joining, you must complete a Provider Practitioner Agreement (PPA) between a provider and the Department of Health Care Services (DHCS).
